The Evolution and Enlightenment of Rural Planning Theory

Abstract:

This paper divides the rural planning theories in China into three stages, that is, traditional city-rural interaction (before the founding of the PRC), modern city-rural separation (after the founding of the PRC–2016), and new-era city-rural integration (2017–), and summarizes the characteristics of theories in different stages. Chinese traditional rural planning theories include geomantic theory-based physical planning theory, and human culture-oriented management ideas and methods; these two parts complement each other. After China’s Reform and Opening Up in 1978, urban planning theory has been employed in rural planning. The contemporary rural planning theory develops under the background of city-rural integration and carries out with a simplified rural administrative licensing system. In recent years, rural planning begins to transform and combine with multidisciplinary theories, thus to explore the origin of developmental.

Optimal risk allocation in alliance infrastructure projects: A social preference perspective

Abstract: The mechanism of risk allocation is designed to protect all stakeholders, and it is vital to project success. Qualitative and quantitative ways of optimizing risk allocation have been well documented in extant literature (e.g., allocation principles, models, and solutions), and the foci of existing research are usually the maximization of rational utility. Few research has focused on partners’ social preferences affecting the output of risk allocation. This study presents a quantitative approach based on modeling alliance member (AM)’s inequity aversion (IA) to analyze risk-sharing arrangements in an alliance project. Fehr and Schmidt’s inequity-aversion model is integrated into modeling partner’s utility. This paper derives results for an alliance leader (AL)’s optimal risk-sharing ratio and AM’s optimal risk-management effort simultaneously. The derivation is based on solving a restrained optimization problem using the conception and methods from Stackelberg game theory. Results show that an AM’s IA significantly affects risk allocation between AL and AM. Specifically, envious preference is positively related to AL’s optimal risk-sharing ratio, whereas guilty preference negatively affects AL’s optimal risk-sharing ratio. These findings will be of interest to academics and practitioners involved in designing alliance negotiations.

Abstract: The complexity of the Hong Kong-Zhuhai-Macao Bridge and the political environment of “One country, Two systems” have brought a vital influence on the decision-making recognition, decision-making analysis, and decision-making management related to this cross-border infrastructure mega-project. Based on case study, this study systematically analyzes the complexity of the decision-making related to the Hong Kong-Zhuhai-Macao Bridge, and explains the general principles that were used for its decision-making management. The research examines the decision-making management system of the Hong Kong-Zhuhai-Macao Bridge, its adaptive behavior, and specific coordination mechanism on different decision-making problems in different decision-making stages. This result provides reference for decision-making management system design of cross-border projects.
